The Plymouth Police Department is releasing the following information pursuant to M.G.L. c.6, s. 178C-178P which authorizes law enforcement agencies to release information that will enhance public safety and protection.

The individuals who appear on this notification have been convicted of a sex offense that requires his/her registration. These persons have been designated a LEVEL 3 SEX OFFENDER by the Sex Offender Registry Board (SORB). The Board has determined that these individuals are at a high risk to re-offend and that the degree of dangerousness posed to the public is such that a substantial public safety interest is served by active community notification. Appearance on this page DOES NOT INDICATE that a person is wanted by the police.

Members of the public are reminded that there are no restrictions on where registered sex offenders may go, live, or travel within the boundaries of the Commonwealth. Public registry information exists so that the public can make their own lawful decisions about how to best keep themselves and their families safe.

Sex Offender Registry information shall not be used to commit a crime or to engage in illegal discrimination or harassment of an offender. Any person who uses information disclosed pursuant to M.G.L. C.6, s.178C-178P for such purposes shall be punished by not more than 2 ½ years in a house of correction or by a fine of not more than $1,000. or both (M.G.L. C.6, s.178N). In addition, any person who uses registry information to threaten to commit a crime may be punished by a fine of not more than $100. or by imprisonment for not more than 6 months (M.G.L. C275, s.4).

Sex Offenders are classified as follows:

Level 1 = Low Risk
Level 2 = Moderate Risk
Level 3 = High Risk

Level 1 Sex Offenders

Where the Sex Offender Registry Board determines that the risk of re-offense by an offender is low and the degree of dangerousness posed to the public by that offender is not such that a public safety interest is served by public availability, the Board shall give that offender a Level 1 designation. Information on Level 1 offenders will not be available to the public. Neither the police nor the Board have authority to disseminate information to the general public identifying a Level 1 offender. Information identifying Level 1 offenders may only be given to the Department of Correction, any county correctional facility, the Department of Youth Services, the Department of Social Services, the parole Board, the Department of Probation and the Department of Mental Health, all city and town police departments and the Federal Bureau of Investigation for law enforcement purposes.

Level 2 Sex Offenders

Where the Board determines that the risk of re-offense is moderate and the degree of dangerousness posed to the public is such that a public safety interest is served by public availability of registration information, it shall give a Level 2 designation to the sex offender. Information on certain Level 2 offenders can also be located on the Sex Offender Registry Board’s Internet Database.

The public shall have access to the information regarding a Level 2 offender through the Local Police Department and through the Sex Offender Registry Board.

Level 3 Sex Offenders

Where the Board determines that the risk of re-offense is high and the degree of dangerousness posed to the public is such that a substantial public safety interest is served by active dissemination, it shall give a Level 3 designation to the sex offender. Information on Level 3 offenders can also be located on the Sex Offender Registry Board’s Internet Database.

The public shall have access to the information regarding a Level 3 offender through the Local Police Departments and through the Sex Offender Registry Board.

The individual who appears on this notification has been convicted of a sex offense that requires his/her registration. This person has been designated a LEVEL 3 SEX OFFENDER by the Sex Offender Registry Board (SORB). The Board has determined that this individual is at a high risk to re-offend and that the degree of dangerousness posed to the public is such that a substantial public safety interest is served by active community notification.

Information for Sex Offenders Seeking to Register

Offenders should be consulting annual correspondence from the Sex Offender Registry Board (SORB) as their primary source of information about their registrant duties and requirements. In addition, offenders may seek additional information on SORB’s website here: https://www.mass.gov/how-to/register-as-a-sex-offender

Where to Register

Level 2 and Level 3 offenders residing in the town of Plymouth must register in person at the police department. Level 1 and unclassified offenders may register directly with the SORB by mail.

Offenders registering at the Plymouth Police Department may do so at any time of day or week, but should be prepared to wait during peak times, such as during weekdays and weekend evenings. Annual registrants at Plymouth PD should allow enough time to have their photo taken. Fingerprints will also be taken from first-time registrants with this department.

When to Register

Offenders with registered home addresses are reminded that they must register annually during the month of their birth in accordance with instructions in the correspondence from the SORB. Upon registering, they should ensure they have with them two forms of address verification showing the address at which they reside, per Section D of the registration form. Appropriate forms of verification are listed on the reverse of the form.

Homeless offenders must register every 30 days. Please note that the requirement is not monthly but every 30 days. The distinction can be important for ensuring an offender is not late in registering.

Both residential and homeless offenders are also reminded they must register as a secondary address all places where an offender lives, abides, lodges, or resides for:

- A period of 14 or more days in the aggregate during any calendar year; or
- A period of four or more consecutive or non-consecutive days in any month; and
- Which is not an offender’s primary residence.

Offenders that live out of state but work or attend school in the Town of Plymouth shall also register annually.

Changes In Registration

Offenders residing in Plymouth are reminded that they must notify, in writing, the SORB and/or this police department not less than 10 days prior to any change in residence, employment, or attendance at an institution of higher learning. In addition, offenders are required to immediately contact and advise of their presence the appropriate authorities in any state in which they are located for the purpose of residence, employment, or attendance at an institution of higher learning.

Offender Travel

Pursuant to the federal Sex Offender Registration Notification Act, offenders must provide the Sex Offender Registry Board with travel document information including passport, immigration visa numbers, and if and when they travel out of state or country, for work or vacation, they must update the Sex Offender Registry Board with a travel itinerary.

Furthermore, in accordance with federal law, they must report any international travel to their registration official not less than 21 days prior to departure. Failure to do so may result in federal prosecution. Reporting travel does not authorize entry into the destination country; offenders should contact the local embassy of the destination country prior to departure to determine whether entry will be authorized upon their arrival.
